What is the defining sacramental act? What does the priest have to do to make them married?

Also, is a priest always necessary in eastern catholic marriages?

Yes, a priest is always necessary. The priest marries the couple.

Unlike the West there is NO defining moment.

I heard a story a while back about a priest (Russian Catholic) who was being ordained at the Russicum in Rome. About 1/2 way through the rite of ordination the bishop had a heart attack and died…the big question was…was this guy ordained or not…They repeated the ordination just to be sure. Not sure if this really happened…I was told the name of the bishop who died, but don’t remember any longer(it sucks to get old!! :D)
