How Many in a Synagouge?

Seems like I remember hearing that ten adult Jewish men are required to form a synagouge, but I can’t find a confirming scripture reference. Is this true or did I just dream it up? If it is true can anyone cite an authoritative source?
 
According to Catholic convert and Bible teacher Stephen Ray, 120 men were required to start a new seminary, thus the significance of the number of men present at Pentecost (Acts 1:15). The number 10 I’ve heard in reference to some types of quorums *within * a synagogue.

Ten is the number of adult men required to conduct a prayer service, as Annunciata suggests. Minyan is analagous to the concept of a quorum as Fidelis noted. The term minyan is now often used to denote the congregation who gather for a prayer service and, sometimes, the prayer service itself.

I wonder if this derives from God’s promise to Abraham not to destroy Sodom if He found ten just men there? Somewhere I encountered a Jewish midrash that there always exist ten just men in the world whos prayers keep God from destroying the world. As I recall the men are unknown, and may not even know themselves that they have that task.
