Can a child age 7 ,attending Catholic school since pre-school (religion classes included),baptizesd episcopalian at birth, be presented by parent for Baptism without going through RICA?

If the child was baptized Episcopal then the child is validly baptized. The Catholic Church recognizes Episcopal baptism as valid.

In this situation the child would simply be accepted into the Church and would participate in normal first confession and communion preparation.
