There is no excuse for every diocese everywhere to completely implement this.
 
Those are the usual conditions in addition to the prescribed work (see paragraph 2 in the link). Also the works listed in that document (paragraphs 8 and 9) were only indulgenced for the Jubilee year of 2000.

While different indulgences are granted for special occasions, the ones in the Enchiridion are generally always available:

Some of the easy ones (in my opinion) are reading the the Scriptures for a half hour or going to adoration for an hour.
 
It’s upsetting to me that this is an issue.

Are there really so many priests out there failing to make use of the Apostolic Pardon?

I know that we were taught to do it in the seminary. Not that it was an option, but that we were told to do it. Simple as that.

I know that it’s in the books that most priests carry when making sick calls. That is, unless they have everything (including the Pardon) memorized.

I am glad to hear that some of the bishops responded to the letter by saying they would give reminders to their priests—that’s always a good thing.

Again: is there some indication that priests are failing to administer the Apostolic Pardon at the appropriate time?

I must say that I wonder if the real issue (or problem) is that priests are not making Sick Calls in the first place?

Again, I’m all in favor of these reminders. I just wonder why they seem to be necessary in the first place.
