Sounds like they are on the right track.

Given how it was defined and the effect upon adoption, it would appear this was a legal move to prevent adoption by same sex couples and singles.
Most definitely a good move for the children.

I think civil unions/partnerships are recognised but the last I heard, gay “marriage” failed to pass & remains banned
