Someone said that if you have sex (before marriage), then God sees you as married to that person. Does that mean if someone fornicates, then repents and gets married, is that adultery…?

Just because “someon said” something, that does not make it true. This is not Church teaching in any way.

That is not about the sacrament of Matrimony. It may apply to natural marriages in a way because of the teaching in Genesis (of becoming one flesh) and Jesus remarked on that:
1 Corinthians 6:16
1 How can any one of you with a case against another dare to bring it to the unjust for judgment instead of to the holy ones?
2 Do you not know that the holy ones will judge the world? If the world is to be judged by you, are you unqualified for the lowest law courts?
3 Do you not know that we will judge angels? Then why not everyday matters?
4 If, therefore, you have courts for everyday matters, do you seat as judges people of no standing in the church?
5 I say this to shame you. Can it be that there is not one among you wise enough to be able to settle a case between brothers?
6 But rather brother goes to court against brother, and that before unbelievers?
7 Now indeed (then) it is, in any case, a failure on your part that you have lawsuits against one another. Why not rather put up with injustice? Why not rather let yourselves be cheated?
8 Instead, you inflict injustice and cheat, and this to brothers.
9 Do you not know that the unjust will not inherit the kingdom of God? Do not be deceived; neither fornicators nor idolaters nor adulterers nor boy prostitutes nor practicing homosexuals
10 nor thieves nor the greedy nor drunkards nor slanderers nor robbers will inherit the kingdom of God.
11 That is what some of you used to be; but now you have had yourselves washed, you were sanctified, you were justified in the name of the Lord Jesus Christ and in the Spirit of our God.
12 “Everything is lawful for me,” but not everything is beneficial. “Everything is lawful for me,” but I will not let myself be dominated by anything.
13 “Food for the stomach and the stomach for food,” but God will do away with both the one and the other. The body, however, is not for immorality, but for the Lord, and the Lord is for the body;
14 God raised the Lord and will also raise us by his power.
15 Do you not know that your bodies are members of Christ? Shall I then take Christ’s members and make them the members of a prostitute? Of course not!
16 (Or) do you not know that anyone who joins himself to a prostitute becomes one body with her? For “the two,” it says, “will become one flesh.”
17 But whoever is joined to the Lord becomes one spirit with him.
18 Avoid immorality. Every other sin a person commits is outside the body, but the immoral person sins against his own body.
19 Do you not know that your body is a temple 8 of the holy Spirit within you, whom you have from God, and that you are not your own?
20 For you have been purchased at a price. Therefore, glorify God in your body.

So whats the difference between regular matrimony and natural marriage?

Matrimony is the sacrament between the baptized, otherwise it is a natural marriage. Jesus explains that this union is a lifelong bond, even a natural union, although it was allowed to be broken by Moses. At the time of Moses there was no Baptism therefore no Sacrament of Matrimony. Today, the Catholic Church, sometimes approves the dissolution of a natural marriage, but not of consummated valid Matrimony (between the baptized).
There some helpful items in the Catechism of the Catholic Church.
Marriage in the order of creation
1605 Holy Scripture affirms that man and woman were created for one another: "It is not good that the man should be alone."92 The woman, “flesh of his flesh,” his equal, his nearest in all things, is given to him by God as a “helpmate”; she thus represents God from whom comes our help.93 "Therefore a man leaves his father and his mother and cleaves to his wife, and they become one flesh."94 The Lord himself shows that this signifies an unbreakable union of their two lives by recalling what the plan of the Creator had been “in the beginning”: "So they are no longer two, but one flesh."95
**Marriage in the Lord
**1614 In his preaching Jesus unequivocally taught the original meaning of the union of man and woman as the Creator willed it from the beginning permission given by Moses to divorce one’s wife was a concession to the hardness of hearts.106 The matrimonial union of man and woman is indissoluble: God himself has determined it "what therefore God has joined together, let no man put asunder."107
IV. THE EFFECTS OF THE SACRAMENT OF MATRIMONY
1638 "From a valid marriage arises a bond between the spouses which by its very nature is perpetual and exclusive; furthermore, in a Christian marriage the spouses are strengthened and, as it were, consecrated for the duties and the dignity of their state by a special sacrament."142
The previous scripture were words of St. Paul, these from the Gospel are from Jesus:
Matthew 19
3 Some Pharisees approached him, and tested him, saying, “Is it lawful for a man to divorce his wife for any cause whatever?” 4 He said in reply, “Have you not read that from the beginning the Creator ‘made them male and female’ 5 and said, ‘For this reason a man shall leave his father and mother and be joined to his wife, and the two shall become one flesh’? 6 So they are no longer two, but one flesh. Therefore, what God has joined together, no human being must separate.” 7 They said to him, “Then why did Moses command that the man give the woman a bill of divorce and dismiss (her)?” 8 He said to them, "Because of the hardness of your hearts Moses allowed you to divorce your wives, but from the beginning it was not so.
