Carthusian monks are given their meals through a little opening in the wall connected to their cells. How do they return their plates when they are done eating their meals? They barely ever leave their cell.

Is it possible that you’ve not seen videos depicting every single activity of every single waking hour of Carthusian monks? 😛

maybe they lock the monks in the cells because the food isn’t all that good.

How would you know unless you have watched without interruption a complete 24 hour period?
 
The plates are returned in the same way that they are given or the Monks turn them in when they step outside of their cells for ciommunal exercise, which they do have or at least used to have. I’m pretty sure it is still the same way.

Actually each House can set things up pretty much the way they want things to be in that area.
 
The monks eat the plates and distribute the food to the poor.
 
Most palces like this use something called a “turn” they are very common in many diffrent religious communites and are used for diffrent reasons. The plate is put in then the monk inside can turn the turn to bring the plate round to his side, then when he is done he puts it back in the turn and it is turned so it can be collected.
