That’s not a hard and fast rule in the sense of just the things that happen here on earth, but it’s a good guideline. In the grand scheme of things - bad people receive punishment from God, good people receive rewards from Him. But, that doesn’t mean that the guy beating his wife down the street will end up paying his dues before his death.
 
My point.
The wife beater may never on this earth get his due…The innocent may pay…

No, this is absolutely not true. This is man’s justice, not God’s. Although, in general, it can be said that “bad peole” go to hell and “good people” go to heaven, in reality none of us are “good.” Catholics and Protestants agree on this point, that we are saved by grace alone, not by our actions. We are all culpable and only through the grace of God by sending Jesus to pay the price for our sins are we saved from eternal separation from God. It’s a free gift.

It would be more accurate to say “we get what we ask for” - forgiveness if we repent, eternal separation from God if we reject Him.
 
Just in general.
The thing I am talking about is my work situation. I feel someone had bad intentions towards me and I feel that things are going to be bad for me. The thing is this person is no angel and out of the bldg he may be one of the worst behaved in regards to treating people and so on. Yet his behavior goes unchecked by HR and supervisors…

and may continue to go unchecked by work standards. But not by God’s standards unless he repents. And your job is to still treat him with love and pray for him regardless of his behavior.
