Absolutely not. Priests perform the mass every day, whether anyone else attends or not, and that hasn’t been suspended by any of the pandemic responses.
 
This issue here is not the celebrating the mass itself, but that fact that people are there present when the bishop has forbidden public mass.

It would depend on exactly what that particular diocese’s guidelines say. They don’t seem to be 100% uniform.
 
Each Bishop has their own directives. Yes, it would be wrong to defy the Bishop.
