If "you can't legislate morals," then what?

Just what is the goverment supposed to legislate if it is not designed to be consistent with some prescribed moral code?
 
Anarchy, aka Moral Relativism

Just look at where Western societies have descended into once certain groups decided that moral absolutes should be scrapped.

Pet peeve of mine. The full intent of the “can’t legislate morals” canard is always left out. To paraphrase Dr. Martin Luther King, Jr, the government cannot legislate morality, but it can – and must – regulate behavior.
