Yes, a deacon can ‘make’ holy water.

You’d have to ask a priest, but the blessing is the blessing, whether of salt or water. They become sacramentals, as I understand it. If you put the blessed salt into water, the salt is still blessed and just infuses the water. So, you have a substance that is still a sacramental in nature. If you boil away the water you have the salt left, the same salt, still blessed.
