Who is allowed to offer incense before\after or during Mass?

Can it be anyone? I recently went to Mass and we had some dancers “prepare” the space before Mass with incense from bowls.

I know the dancers are wrong, but what about the incense?

Altar servers do incense the priest and people at certain times. May these were just strangly dressed “altar servers”?
