Each individual Bishop, by virtue of his Episcopal consecration to the fullness of the Sacrament of holy Orders and his role as a successor of the Apostles, is able to exercise the ordinary non-infallible Magisterium of the Church.
He can also participate in the infallible Magisterium of the Church through the ordinary universal Magisterium, or through Ecumenical Councils.
Although individual Bishops do not teach, by themselves, infallibly, they still can each exercise the non-infallible authentic Magisterium of the Church, even when they are teaching something that the Pope has not yet taught, or that is not the universal teaching of the other Bishops.
Now some persons would deprive the individual Bishops of this ability and authority, because they want to claim that even the non-infallible Magisterium cannot err.
In my view, the non-infallible Magisterium can err, but never to the extent that it would lead the faithful away from salvation.
