Consider the 1964 Vatican II doctrinal note:
Taking conciliar custom into consideration and also the pastoral purpose of the present Council, the sacred Council defines as binding on the Church only those things in matters of faith and morals which it shall openly declare to be binding. The rest of the things which the sacred Council sets forth, inasmuch as they are the teaching of the Church’s supreme magisterium, ought to be accepted and embraced by each and every one of Christ’s faithful according to the mind of the sacred Council. The mind of the Council becomes known either from the matter treated or from its manner of speaking, in accordance with the norms of theological interpretation.

I interpret this to say the following: The bold clause states that various parts of the Vatican II documents are infallible, and these parts can be identified by observing where the council explicitly uses language invoking its extraordinary magisterium. The red sentence states that the rest of Vatican II belongs to the non-infallible, yet still authoritative, ordinary magisterium of the Church.

Had the Council wished to preclude the use of its extraordinary magisterium altogether, I believe that the clause in bold would have stated as much.

Agreed. However, I don’t believe “pastorally” and “infallibly” are mutually exclusive.

Nor, do I believe Paul VI was incorrect in asserting that the Council **"provided its teaching with the Authority of the Ordinary Magisterium." **He was, afterall, the pope who approved all the documents of Vatican II.

I don’t know what a “General Audience” that the Pope Paul VI quote comes from is, but I have to wonder if the main subject of discussion was the many novel teachings of Vatican II, all of which were non-infallibly taught, and that the quote does not actually exclude Vatican II’s infallible reassertion of existing dogma.

Well, anyway, thanks for the interesting and enlightening conversation!

The main subject of the General Audience appears to be:
  1. The Council is over, the inheritance of which are the documents that have been promulgated. It is the duty of the post-councilar period to know, study, and apply these document.
  2. The Council aids the faithful, and re-affirms the teachings of the Magisterium.
  3. It is incorrect to think the Council represents a break from past teachings, a liberation from the traditional instruction of the Church (una liberazione dall’insegnamento tradizionale della Chiesa)
  4. Although the Council intentionally avoided giving solemn definitions in an extraordinary way (dato il carattere pastorale del Concilio, esso ha evitato di pronunciare in modo straordinario dogmi), it has nonetheless taught with the authority of the authentic supreme ordinary magisterium (supremo magistero ordinario), which must be docilely and sincerely recieved by all the faithful.
  5. We must grow in confidence in the guidance of the Church with regard to the sure paths of the faith and the Christian life.
