Is anyone but the priest allowed to read the gospel?

As a new procedure for Lent, my church has begun to alter the Gospel readings. For example, a layperson will read part of it, similar to what is done on Palm Sunday, or the Gospel will be interspersed with singing. We are also asked to sit during the Gospel reading. Is this appropriate?
