Is blasphemy against the Holy Spirt forgiveable?

The Bible says he commits blasphemy against the Holy spirt can never be forgivin on earth or in heaven, but the catechism says the Church has the power to forgive all sins no matter how great. Does this include blasphemy against the Holy Spirt? If so, how is the Church able to forgive this sin?
