Is Free Will a Gift of Higher Reason?

I was reading an article that said that a magazine (I believe TIME or something) could accurately predict the political leanings of someone based upon questions that had nothing to do with politics like how tidy one keeps his or her workspace. That the political leanings of one may be predicted by how their mind takes in information.
My point is that many things tend to be a product of their surroundings.
Would this indicate that free will is a gift concerning higher reason? As in, the more one takes up of true reason, he becomes more able to access a free will as he lives to a higher chivalry beyond the biological functions?
This would seem to be compatible with the more taking up of reason and a higher calling to righteousness the less susceptible (s)he is to the disordered passions of fallen nature.
What do you think?
 
From our theologians, there are 4 senses of the spirit, Intellect (reasoning), Will, Imagination, and Memory. As with that, free will would belong in the Will category and higher reason would belong to the Intellect.

I don’t see a dependence of one onto another; though, I see an interdependence whereby Intellect and Will combined would be more effective than either the Intellect or Will alone. Meaning that, an increase in Intellect would not necessarily result in an increase in Will.
 
Perhaps I am conflating definitions, but essentially our will is greater the more we grow in holiness, is that correct?
