Is God's will hindered by the church's Sacrament of Baptism?

As we all know, only through baptism of water are we able to receive the holy spirit. Therefore, I am wondering are we able to receive the holy spirit from God without first being baptised using water? For example, baptism of desire. Do you think God can grant his holy spirit to anybody he wants, whenever, whoever and wherever He wished?
 
Yes, God can act by extraordinary means. He is not bound by the sacraments. He gave us the sacraments for our sake.
