Is hell a punishment inflicted by God for not following his will (“Do this or I will condemn you to hell”), or is it a natural consequence of not following his will (“Do this otherwise you will end up in hell”)?
It’s a choice. The individual person has entirely turned away from God and has no desire to spend eternity in God’s presence. God allows that person’s free choice against him to prevail.
