Is it alright for a Catholic to get a tattoo?

Hi, this question is for a friend… she is thinking of getting a tattoo but is wondering what the Christian position on them is. Does the Church discourage tattoos? What about that verse in the Old Testament, Leviticus 19:28, or is it not applicable in this case? Thanks
