Since there is nothing inherently immoral about the action of smoking a particular plant – assuming one does so according to the cautions on moderation, health, and therapeutic need outlined by the *Catechism of the Catholic Church *(2288, 2290, 2291) – it does seem that it may be possible that one could smoke marijuana in a country in which it is legal to do so.
That said, if there is an intention to vacation in or move to a country for the sake of indulging in a drug that is illegal in one’s own country, that intention may be problematic. That intention could grow into disrespect for the just laws of one’s own country and eventually into disrespect for one’s fellow countrymen since it is people who pass such laws. Respect for the prevailing prudential judgment of one’s own society can be a safeguard against hedonism.
