Is it OK for a priest to skip the homily?

Our priest often doesn’t bother with a homily. Sometimes he allows others to speak, eg: for an appeal on behalf of the church or a charity/missionary other times after reading the gospel he just returns to his chair and goes straight to the creed.

Is this allowed? Its gone on for quite a while now. Are there different rules for different countries/dioceses? We’re in the UK.
