January 1st is a Holy Day of Obligation in both Canada and the US - and yes, a Vigil Mass at 8 pm is certainly sufficient to fulfill the obligation.

Check with your parish/diocese, because the obligation is dispensed in some places, such as the Province of California, where I am visiting. Always check with your local authority for holy days! We can’t accurately answer here on the forums due to the vagaries of local decrees and dispensations.

Why is it dispensed? I understand that the obligation is abrogated if it falls on Saturday or Monday but in this case it’s on Tuesday.

Also note that Catholics of the Eastern Churches in Union generally do no have it as a holy day of oblication, even in the US - if new calendar, Theophany on Jan 6, instead is.

Yes. We will be going to a 7:30pm anticipated Mass on 12/31 which will ‘count’ for the Holy Day obligation.

We are attending this Mass because our church will then have Adoration from the end of Mass until midnight.

The bulletin stated that the obligation had been abrogated this year, but they made an announcement that the bulletin was inaccurate and that January 1 is indeed a Holy Day of Obligation. The Diocesan website (Diocese of Sacramento) lists it as a Holy Day of Obligation for 2013.

California is split in two – Los Angeles and San Francisco. It is not a day of obligation in the dioceses affiliated with Los Angeles (Fresno, Monterey, Orange, San Bernardino, and San Diego). I believe it is a day of obligation for the dioceses affiliated with San Francisco.
