Objectively we can say that any Catholic rejecting one or more infallible teachings of the Church is a heretic because that is what the Church teaches.
As for naming specific people that would be difficult. However, if you say to me (remember this is just an example) that you reject the Church teaching on the Holy Trinity, or Papal Infallibilty or some other infallible teaching then I can call you a heretic. That does not take anything away from anybody.
