Is manual volunteer work permitted on Sunday?

I understand that as Catholics we have an obligation to keep holy the Lord’s Day, and to refrain from manual labor and servile work in general except when certain circumstances excuse one from this obligation. Paragraph 2185 of the CCC says we are to refrain from engaging in work that, among other things, hinders our performance of the works of mercy. Is volunteering to prepare and package food for the poor, needy, elderly or hungry a servile/manual work that is not permitted on Sunday, or rather a work of mercy that is permitted on Sunday? The food will not be delivered to the poor, needy, elderly or hungry on Sunday.
