Is the kissing of a bishops ring still observed?

While I know that the Pope always has his ring kissed when people greet him, what about a bishop. I know back before Vatican II it was an indulgence, is it still? My local bishop when asked if it is ok to kiss his ring says we don’t do that anymore. Whereas others will still let you. I’m very confused.
