Is the one-hour pre-communion fast still required in Canada?

Does this rule still apply in Canada?

I think it does and still follow it strictly.Only water and medication permitted.
But this Sunday right before mass, DH returns with a coffee that he finished right before we went to church. (So probably about 35-40 minutes before receiving communion). And argued all the way to church that that law was changed long time ago and there is no need to fast. I have searched the web and cannot find anything about this.
Your help is greatly appreciated. Thanks.

Canon 191, paragraph 1 states that before receiving Holy Communion one must abstain for at least one hour from all food and drink except water and medicine.

The Code of Canon Law does not exempt Canada in this matter.
