Is the O'Reilly Factor correct on Catholic annulments?

I heard on the O"Reilly factor tonight that a Catholic spouse would be able to have their marriage annulled if the other spouse became incapacitated and were in a physical state such as Terri Schiavo’s. Is this true? I don’t think that it could be, but I wanted to check! Thank you.
 
Dear Kelly,

In the Catholic Church wedding vows are made for life “IN SICKNESS AND IN HEALTH.” Annulments are based on the couple’s freedom and ability to make a life commitment at the time of the wedding—not after the vows have been made.

It sounds like the Factor got this one wrong.
