Is there a Catholic outreach and what are its reasons?

I am writing a paper on evangelization by various Christian faiths for a masters class in religious studies. I am trying to discover what motivates Catholics to do outreach. Can you help me with this? Also, can you point me to what might be considered an “official” Catholic stand on evengelization and why a Catholic should want to reach out?
