Is there a rule that you cannot have food or drink an hour before communion?

I am wondering where the rule is written that you cannot have food or drink an hour before communion? This is reguarding a specific incident: we have a priest who is always barly getting to mass on time and comes with his coffee cup…is this right? I realize it is a bad example, but is there a specific rule…not just a suggestion that he is breaking?
