Is there Holy Day of Obligation August 15th, 2020 or not?

I am dispensed from my obligation to go to Mass anyway, but that is a good question
 
It’s kind of a moot point in most if not all places this year because of COVID. Bishops have dispensed the faithful from the obligation to attend Mass, and I haven’t heard of anywhere that has reinstated the obligation.

That said, I went to the Vigil Mass this evening and even got to serve as lector!

It depends on which country you live in. In the US it is not obligatory since it falls on Saturday.

Whenever January 1, the solemnity of Mary, Mother of God, or August 15, the solemnity of the Assumption, or November 1, the solemnity of All Saints, falls on a Saturday or on a Monday, the precept to attend Mass is abrogated.
 
The priest at mass last Sunday said it wasn’t a requirement because it was on a Saturday, but here’s a more official source confirming this:

In general the bishops wanted to avoid obligations to attend Mass two days in a row (and all the questions that follow abut whether one Mass can fulfill two obligations).

The remaining holy days are the Assumption (either falls on Thursday or is transferred to Sunday), the Immaculate Conception (patronal feast of the United States) and Christmas (which remains a day of obligation no matter what day of the week it falls).
 
In the Ukrainian Greek Catholic Church, the Dormition/Assumption is such a BIG Holy Day that there’s a 2-week fast (Aug. 1-14) in preparation for the Feast, which IS a Holy Day of Obligation no matter what day of the week it falls on. Plus, there’s an 8-day post-Feast which ends on Aug. 23.
