Is there really such a thing as social sin?

Moral theologians like to speak of “social sin.” It seems to me that ultimately, social sin does not exist, and that only individuals can sin. True, there can be a whole group of people who are collectively guilty for doing the same wrong thing, but in the midst of those people are individuals who refuse to participate in the evil.
