Is there rules for purchasing a rosary?

I am a non-catholic but considering conversion. I want to buy a friend of mine, who is Catholic a rosary for their birthday. Are there any rules that apply to purchasing a rosary? Should it be blessed before gifting or is that up to the person receiving it?

There are no hard and fast rules for purchasing a rosary. Most people will usually have it blessed by a priest before giving it as a gift but that is not necessary.
