Is there Salvation outside the Catholic Church?

Is this not a Dogma of the Church?
Doesn’t this mean "That those outside of the “Catholic Faith” cannot be saved by any doctrine or teaching that does not agree with the deposit of faith? They are saved by only those “Truths” in agreement with “Universal Truth?” It does not mean that only name-brand Roman Catholics go to heaven. Is this correct?

What Dogmas must be believed for salvation?
