Is this a Rosary? And how can I pray it

I think it’s a rosary- it looks a bit odd, but maybe because it only has one decade.

I recommend going to the rosary center to learn how to pray it. That’s where I was directed when I wanted to learn the prayers, and it was very helpful.
 
It’s a rosary. It has the cross, initial Our Father, first 3 Hail Marys and the Glory Be, then a 10 bead decade which you would just repeat (along with the initial Our Father and ending Glory Be) 5 times.

It is a single chaplet rosary. Begin with the large bead to my left of the cross, that is where you pray the Creed.
You actually pray the Creed on the cross.
The large bead is for the opening Our Father after the Creed.
The next three beads are where we pray the Our Fathers for the virtues of Peace, Hope and Charity.
You mean, “pray the Hail Marys for the virtues of Faith, Hope and Charity”.
Next large bead is your Our Father/announce the mystery.
On this bead you say the closing Glory Be after the first three Hail Marys, and then on the same bead, announce the mystery and do the opening Our Father.

Then you proceed to the 10 Hail Marys.

Thats a beautiful 1 decade rosary bracelet.
You can pray 1 decade at different times during the day to complete rosary.
