Is this possible under the CST?

Can catholic socialism occur in this way:
  1. the lower orders of society are permanently unable to carry-out their functions.
  2. but the state in this case can communize the society. It has this right because a) it must fulfill the ends of the lower orders of society when they cannot fulfill them b) the state must fulfill these ends as long as the lower orders cannot fulfill them.
But as I wrote, the lower orders are permanently and completely unable to operate. So in this case the state must = society.

Is this a possibility under the CST?

I don’t think CST envisages such a situation as CST is mainly about integral human development and so lower orders permanently unable to carry-out their functions don’t really play a part it CST. hypothetically speaking though, in terms of subsidiarity, where things are devolved to the smallest possible group closest to those affected, your point may be considered, then the state may be this group. but it is purely hypothetical and not based on real world events
 
You know, I was thinking, that since the church bases a lot of its ideas on Aristotle that I would look at what Aristotle said. What I remember is that the philosopher once state that a state that controls everything is not a society (a society needs different members who unite by being complements to each other). So if that is true, than we cannot really talk about the CST in its fullness in my scenario since the CST is designed to be about society but in my scenario, there is no society but for all purposes, only a single unit of society (the state).

Any comments?
