Isn't a person born again when he repents and has faith?

Is a non-baptized person born again when he repents and has faith or does he have to be baptized to be born again?
 
Dear Isaiah,

For over two-thousand years the Church has taught what Jesus taught on the matter. One must be baptized with water and the Holy Spirit to have eternal life. Simply repenting and accepting Jesus into one’s heart is not enough. It’s not just about what WE do. It’s about what HE does. Our salvation is the result of God’s intervention in the life of the human race. It does not begin with us! It then remains for us to respond–which we must do, certainly. Repent AND be baptized.
