James "ruled" in Acts 15:19

James ruling affected his “diocese” of Jerusalem, Peter’s ruling affected the whole Church.
I’m not sure if this is accurate. James, as head of the local council (since it was held in his city) made a decision that was binding on the diocese of Antioch, which Peter headed up initially before turning it over and going to Rome.

His ruling formed a Discipline which could change as times changed (as in an un-married priesthood). This discipline, was overturned as evidence in Paul’s Epistles.

With that said, James couldn’t have made a ruling that was binding without Peter’s consent. It is obvious that James is basing his decision on Peter’s declaration regarding removing the yoke from the Gentiles neck (paraphrasing).
