Thats actually irrelevant. The Pope is bound by no oath. Many Popes havent taken the Oath. The oath is rather a formality since the Pope is already a Pastor in the Church.
 
It has never been absolutely necessary for the Pope to take the Papal oath, but nevertheless I think the oath is an excellent way of setting the tenor for one’s papacy and preserving orthodoxy.
 
The current election procedures requires that all the Cardinal elector take the oath together, before the election starts. This document contains the rules established by John Paul himself after his election, unfortunately, the rules under which John Paul II was elected are in Latin and Italian only at the Vatican. EWTN has an English translation linked below. The oath was taken by ALL the Cardinals according to the documented procedures.

We, the Cardinal electors present in this election of the Supreme Pontiff promise, pledge and swear, as individuals and as a group, to observe faithfully and scrupulously the prescriptions contained in the Apostolic Constitution of the Supreme Pontiff John Paul II, Universi Dominici Gregis, published on 22 February 1996. **We likewise promise, pledge and swear that whichever of us by divine disposition is elected Roman Pontiff will commit himself faithfully to carrying out the *munus Petrinum of Pastor of the Universal Church and will not fail to affirm and defend strenuously the spiritual and temporal rights and the liberty of the Holy See. In a particular way, we promise and swear to observe with the greatest fidelity and with all persons, clerical or lay, secrecy regarding everything that in any way relates to the election of the Roman Pontiff and regarding what occurs in the place of the election, directly or indirectly related to the results of the voting; we promise and swear not to break this secret in any way, either during or after the election of the new Pontiff, unless explicit authorization is granted by the same Pontiff; and never to lend support or favour to any interference, opposition or any other form of intervention, whereby secular authorities of whatever order and degree or any group of people or individuals might wish to intervene in the election of the Roman Pontiff.
Each of the Cardinal electors, according to the order of precedence, will then take the oath according to the following formula:

"Each and all of us, the cardinal electors present in this conclave, promise and swear on oath that we will observe faithfully and to the letter all the prescriptions contained in the Apostolic Constitution of the Supreme Pontiff Paul VI, dated October 1, 1975. We also promise and swear on oath that whoever of us in God’s providence is elected Roman Pontiff will fully and zealously assert and defend the spiritual and temporal rights and freedom of the Holy See, and, if need arises, will lay unyielding claim to them.
 
All the sites that talk about this “oath” are sedevacantist or verging on schizmatic (SSPX groups).

Reading what the site SAID the oath was (since the original would be Latin or Italian, we have to rely on the “translation” given on the sites), do most Catholics believe that JP 2 is a heretic somehow based on his not taking a ceremonial oath?

Most don’t. Sadly, some do.
