I quoted it on another thread yesterday . There have been that many I have forgotten which .

It was spoken by Pope John Paul II during a homily at the Papal Mass in the Trans World Dome, St. Louis, Missouri, January 27, 1999 .
 
Well, this is clearly set up as a “gotcha!” question, and since you didn’t explicitly ask who said this first, my answer will be: both. JPII originally said it and Francis quoted him.
