No. Without checking I think the Church has usually held that children can reason from the age of 7. Canon law now has a marriage age of 14 or the local law, whichever is greater. Far too low. Of course if you mean by the ‘age of reason’ the Enlightenment, then the answer is also no, although there has been a lot of consenting going on ever since.
