At a Solemn High Mass, when the clerics exchange the Kiss of Peace, do the rubrics call for the priest to keep his thumb and forefinger pinched at that time as well, or does he actually touch with an open hand the shoulders of the deacon?

If the Kiss of Peace comes after the Consecration, of course the Priest would keep thumb and forefinger of each hand closed.

Correct. The celebrant’s fingers remain conjoined (that is the liturgical term for it) from the consecration through the ablutions.
