In The Book of Lamentations, Chapter 1 Verse 18 states:

Listen all you peoples,
and behold my suffering:
My maidens and my youths
have gone into captivity
Is Verse 18 referring to the Babylonian Captivity?

You are correct. In this verse Jerusalem is personified as a grieving widow mourning the loss of her citizens to the deportation to Babylon.
