What is the church law on baptizing a baby who has parents that are both baptized catholics but only married civily. Sorry if this is an old subject, I couldn’t find any related threads to this topic.

That does not necessarly prevent the Baptism. However there has to be a very good assurance that the child will be raised in the Catholic faith. When the parents themselves are not practicing the Catholic faith there is of course doubt that they will raise the Child Catholic.
 
I don’t know what Church Law says, but…

My son was baptized a number of years before my convalidation.
