Lent questions?

I know we are in advent, but I was wondering for lent.

On Ash Wednesday is it ok for non-Catholics to recieve the ash?

I was asked why does easter and lent change days every year and who comes up with the dates?
 
yes anyone can receive ashes as it is a sign of our contrition for our sins, and we are all sinners.

the date of Easter is set by the timing of the vernal equinox (in the Latin rite) there is a link to dating of Easter.
