I do not agree.
The first thing to do is to discuss any concerns with the actual priest in a polite and non-confrontational way to find out why he said/did what said/did. If after discussing with the priest you are not satisfied then go to the bishop but going behind the back of the priest without giving him the chance to explain is petty and uncharitable!!

Normally I would agree with you.
But if the Priest is doing all the things wrong that are in the original post, he needs correction from the Diocese Bishop.
The charitable thing to mentally assume is that the Seminary that the Priest attended may not have taught him the truth. And if so, the Bishop would need to get involved in solving that problem with the Seminary as well.
It is also most charitable to make sure the abuses are corrected to save the Soul of the Priest and those who attend his Masses, rather than allow the Priest to continue in sin.

No individual Priest or Bishop has the authority to interpret the Bible as he sees fit. Interpretation is the job of the Magisterium. Nor do individuals have the authority to make changes to the Mass.

Now, the Catechism is a teaching document and not a regulatory one. Thus, the main sources for the Liturgy (regulatory) are:
Sacrosanctum Concilium
GIRM
Redemptionis Sacramentum
Code of Canon Law
ETC.

The “Catechism of the Catholic Church, Second Edition” has too many paragraphs regarding Priests/Priesthood to quote here.
The CCC clearly gives a ‘job description’ of the Priest, and his required duties and subordination to his Bishop. It discusses Holy Scripture and Tradition, and correctly defines social justice :blush:rather than what some have determined it should mean.
The CCC contains Church Doctrine regarding Faith and Morals.

If the average Catholic uses the following as his/her documentation, the Bishop will take care of the legalities if necessary.

Report all abuses to the Diocese Bishop immediately.
Be certain to document date, time, and location.

For documentation, as appropriate, you can use:
GIRM (General Instruction of the Roman Missal) which can be found on the USCCB web site;
“Catechism of the Catholic Church, Second Edition” for Church Doctrine regarding Faith and Morals;
Canon Law on the Vatican web site.

Actually the charitable thing is not to make negative assumptions. The priest is owed the courtesy of a discussion first and if you are not satisfied then you have every right to follow the procedures given by other posters.

In this case, I would not necessarily use the Catechism, since it is a teaching, rather than a regulatory document, as I indicated in my initial response. The source that needs to be used is Redemptionis Sacramentum, since it needs to be read in tandem with the GIRM.

If the bishop does nothing, then the person has recourse to the Congregation for Divine Worship and the Discipline of the Sacraments.

That is a sad state of affairs. We should pray for this priest.
