Maledicat Dominus?

Does the Church still practice a rite of excommunication involving the “cursing with bell, book and candle”? Does it still include the words “Maledicat Dominus” “may they be cursed by the Lord”?

Given that excommunication is supposed to be a sanction to correct people, surely such wording gives entirely the wrong impression?
