I “think” marriage is a sacrament.
As some may know I was married in a “civil” ceremony.
How does one get it to be blessed by the church or plan a new marriage? What is the process?

There’s no thinking about it- Marriage is one of the seven sacraments.

Civil doesn’t count for a baptized Catholic.

You need to go make an appointment with a priest and see what needs to be done. Each situation is different, and depends on various factors for the individual couple.

make an appointment with the priest, tomorrow, Monday morning, and discuss your personal situation with him so he can direct you. assuming there are no barriers–you are free to marry and properly disposed, no previous marriages etc.–it is a relatively simple matter to arrange for pre-marital classes and arrange to exchange vows at a ceremony as simple or as elaborate as you wish. If you are both baptized, the marriage will become both valid and sacramental at that point. If one of you is not-baptized or not Catholic, you will also need to ask for a dispensation to marry, but there is usually no problem getting this.
