Marriage outside the church?

I am wondering if an engaged couple who are currently waiting for their paperwork to go through the archdiocese can get married outside the church and when the paperwork gets approved have a separate ceremony/blessing in the church?
 
Catholics are required by canon law to be married in the Church. A marriage by a Catholic outside the Church (without dispensation) is invalid.

While it would be possible for them to have their marriage validated in the Church at a later point, it does raise the question of what they believe about marriage and its importance as a sacrament.
