Yes, I believe what you have said - but it may not be that simple - I am sure you would agree that there is much we don’t know about Mary.
Just above your comment is what Dr. Bowring, Catholic Theologian, in part, says about the posted scripture:
While God sees the past and future in the eternal now, and thus knew us all from eternity, still there is something special about the references to His knowing Mary and planning from all eternity His creation of her.
Well, I would agree that there is much we can learn about Mary yet. However, concerning the time of Mary’s actual existence or when God created her, there is no speculation here. Mary came into existence here on earth just like any other human being through her parents and God creating her soul at her conception as he does with every other human being. Mary came into existence at her conception, her Immaculate Conception, probably about 15 years or so before she became the mother of Christ who was conceived in her womb about 2000 years ago. Christ himself, the God-Man, although he existed from all eternity in his divine nature as he is the eternal Son of God, did not exist in his human nature as a true man until he took flesh in Mary’s womb about 2000 years ago.
Our Blessed Lady is a creature of God, a human being, and a human being comes into existence at their conception in the womb of a human mother when God immediately creates and infuses the spiritual soul into the matter supplied by the parents.
The posted scripture in question is a praise of personified Wisdom which finds its fulfillment literally in the revelation and incarnation of Jesus Christ, the eternal Son of God, whom St Paul calls “Christ the Power of God and the Wisdom of God.” Jesus himself says “I am the Truth.”
In the Litany of the Blessed Virgin Mary, Mary is called the Seat of Wisdom because the eternal Son of God who proceeds from the Father’s intellect and who is Wisdom itself, took up His abode in the womb of Mary at the incarnation. Mary, among all God’s creatures, is more united to God and to the three persons of the Blessed Trinity than any other creature. She possesses the gifts of the Holy Spirit which include the gifts of wisdom and knowledge in a far higher degree than any other creature of God. So, I think in applying the posted scripture in question to our Blessed Mother, we are praising her wisdom, her love of God and neighbor, she can teach us the ways of God and the way of Jesus Christ, her divine Son, who is Wisdom itself and who took up his abode at his incarnation in the very womb of Mary for nine months. Our Blessed Mother, like no other creature of God, can lead us to God and Jesus Christ. As she is full of grace, she is full of the wisdom, knowledge, and secrets of God by the Holy Spirit, her spouse.
Our Blessed Mother does not make up part of the Godhead or is a person of the Godhead as the Father, Son, and Holy Spirit are. She is a creature of God like us, albeit, God’s most perfect creature, Mother of God, and Queen of heaven and earth. Neither is Mary an angel who is a pure spirit. Mary is a human being composed of spirit [or soul] and body. At the end of her pilgrimage on earth, Mary ascended soul and body into heaven [dogma of Mary’s Assumption].
